Do RETE and WETE have the same meaning.Are they interchangeable?

No.
Rete - to stop, to remain, to stay, ...
     "Kobyen mango ki rete nan panye a?"
      "Ki kote w rete?"
      "Rete la. Pa deplase."

Wete - to take out, to remove
    "Wete kiyè a nan bouch anvan w pale."
