Reye means to rule, to command

Example:
He reigned for ten years.
Li te reye pou dizan.

During his reign, there was no mercy.
Pandan rèy li, pa't gen pitye.


As for freedom:

I am free.
Mwen lib.

Freedom is never free.
Libète pa janm gratis vre.
